The Governing Council and management of the National Institute of Credit Administration (NICA), chartered, felicitate with His Excellency, Senator Ademola Adeleke, on his emergence as Governor-Elect of Osun State. This mandate is both an honor and a solemn covenant. It is the people’s affirmation of their belief that your administration will translate political will into tangible economic outcomes.
National Institute of Credit Administration (NICA), chartered, is Nigeria’s statutory professional body for the control, supervision, and regulation of credit management profession in the country; formed in 1992 as the “Institute of Credit Administration –ICA” and became chartered by the Act of Parliament No.26 of 2022. In furtherance to this, the Federal Government through the Vice President of the Federal Republic of Nigeria on October 22 2024, proclaimed credit management a national profession, and its qualifications nationally recognized.
Additionally, in February 2026, the Federal Government signed a Memorandum of Understanding (MoU) with the National Institute of Credit Administration (NICA), chartered, and five other professional bodies to flag off the implementation of a national initiative aimed at providing free training for ten million Nigerians on credit and financial inclusion, with priority on women and youths.
Across global and national development literature, one truth remains constant: no economy grows sustainably without the disciplined and inclusive flow of credit to its productive sectors.
Osun State possesses immense human capital, entrepreneurial energy, and agricultural potential. What remains is the deliberate architecture to convert this potential into productivity.
We therefore, with utmost respect and professional conviction, challenge the incoming administration to make Credit Access and Financial Inclusion the first pillar of its economic policy.
Growth is not financed by budget alone. It is financed when the trader in Oja-Oba can access working capital, when the agro-processor in Iwo can finance equipment, and when the tech graduate in Ife can fund a scalable idea. Credit is what moves an economy from subsistence to scale.
To exclude citizens from formal credit is to exclude them from progress. A deliberate state policy to de-risk lending, support credit bureaus, and promote financial literacy will unlock jobs, expand the tax base, and reduce poverty at scale.
Credit without discipline becomes debt. Debt without direction becomes distress. NICA therefore calls for a state-wide policy framework that promotes responsible borrowing, ethical lending, and credit education as a public good.
As the chartered institute statutorily mandated to regulate and advance the practice of credit management in Nigeria, NICA stands ready to partner with the Osun State Government.
We offer technical advisory, executive capacity building, and public credit education programs to support your administration in building an economy that is productive, inclusive, and resilient.
Your Excellency, the people have given you their votes. Now is the time to give them access — access to capital, access to opportunity, and access to a future they can build.
Congratulations once again. May your administration be defined by visionary leadership and measurable prosperity.
